Eastern Edge Property Management (EEPM) fully supports all applicable Federal, State, and Local Fair Housing Laws in both spirit and practice. The following policies are applied equally and without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, marital status, familial status, disability, or source of income.

If you believe you meet the criteria outlined below, we welcome your application.


GENERAL CRITERIA

  • Complete applications are processed on a first-come, first-served basis.

  • Each person aged 18 or older must complete a separate application (via form or online portal), pay the required screening fee, and submit all required documentation.

  • When applying with a co-applicant, roommate, or spouse, all applications must be submitted together to be considered jointly.

  • An application is not considered complete until EEPM receives all required documentation for each applicant and guarantor.

  • People under 18 must be listed as dependents.

  • Required documentation includes, but is not limited to:

    • A color copy of a valid government-issued photo ID

    • Verifiable proof of income (see “Income Criteria”)

  • Failure to provide proof of income, disclose pets/animals, provide incomplete, inaccurate, or falsified information will result in denial.
     

INCOME CRITERIA

All income must be verifiable and legally obtained. Acceptable verification includes pay stubs, tax returns, award letters, or bank statements.

  • Combined gross income must equal or exceed three (3) times the monthly rent.

  • If applicants’ combined income does not meet this requirement, a qualified guarantor may be considered.

Employed Applicants

  • Must have a minimum of 12 months of continuous employment.

  • Must provide 30 days of recent pay statements.

  • Employment must be local or meet one of the following exceptions:

    • Remote work from the applicant’s residence.

  • Transfer to the local area with written confirmation of employment

  • Applications will be denied if employment cannot be verified.

Self-Employed Applicants

  • Applicant must provide a copy of the previous year’s tax return.

Unemployed or Additional Income Source Applicants

  • Must provide verifiable income from acceptable sources, such as Social Security, retirement, etc. (Optional child support/alimony). 

  • Income from state-specific programs that do not transfer across state lines will not qualify.

  • Applicants who do not meet income requirements may submit six (6) months of bank statements showing an average balance equal to at least eight (8) months of rent.

Section 8 Voucher Applicants

  • Must submit a copy of their housing voucher at the time of application.

Applications will be denied if income sources cannot be verified.

 

CREDIT CRITERIA

EEPM will obtain a credit report through AppFolio, Inc. and Experian for each applicant and co-signer. Credit reports provided by applicants will not be accepted.

  • Credit history is considered along with other criteria.

  • Applicants may be denied based on excessive collection, poor payment, or delinquent history.

  • Experian credit scores will be averaged across all applicants.

  • Discharged bankruptcies (5+ years old) may be considered with an additional deposit.

  • Unpaid judgments or accounts in collections for utilities are grounds for denial.

  • A co-signer will not be accepted to offset negative credit history.

CRIMINAL HISTORY CRITERIA

Upon receipt of the application and screening fee, EEPM will conduct a criminal background check in accordance with ORS 90.303(3).

Criminal convictions or pending charges that may result in denial include (but are not limited to):

  • Alcohol- or drug-related crimes

  • Weapons charges

  • Violent or person-on-person crimes

  • Sex-related or obscenity crimes

  • Prostitution or human trafficking

  • Financial fraud (including identity theft or forgery)

  • Any offense that may threaten the health, safety, or peaceful enjoyment of others

Convictions requiring sex offender registration or involving child sex crimes or human trafficking will result in automatic denial.

EEPM will not consider arrests that did not result in conviction, or cases dismissed, expunged, voided or invalidated.

Failure to disclose criminal history or pending charges constitutes falsification and will result in denial.

 

RENTAL HISTORY CRITERIA

  • A minimum of two years of address history must be provided.

  • Lack of verifiable rental history may require an additional deposit.

  • Proper notice must have been provided to current or prior landlords.

  • Outstanding balances or judgments owed to a prior housing provider will result in denial.

 

EVICTION HISTORY CRITERIA

  • Must have five (5) years of eviction-free history.

  • Evictions dismissed or resolved between April 1, 2020 – March 1, 2022, will not be considered.

  • Eviction judgments older than five years must be paid in full.

 

CO-SIGNER CRITERIA

  • Co-signers are not accepted to offset an applicant’s negative credit.

  • Co-signer income must equal six (6) times the monthly rent.

  • Co-signers must have a minimum Experian score of 700.

 

ADDITIONAL POLICIES AND DISCLOSURES

  • Applicants may be denied for hostile, threatening, or unprofessional behavior during the screening process.

  • To be added to an existing rental agreement, applicants must pay a $40 screening fee and obtain approval.

  • Applicants have the right to dispute the accuracy of information provided by third-party screening agencies.

  • Written explanations or documentation for extenuating circumstances may be submitted with applications.

  • If EEPM cannot verify provided information, or an applicant fails to meet criteria, the process will be terminated.

  • Exceptions may be made at EEPM’s sole discretion, with increased deposits or guarantors.

 

SIGHT UNSEEN RENTALS

Applicants choosing to rent without viewing a property agree to accept the property as-is and assume full responsibility for its condition upon move-in.

 

ERRORS AND OMISSIONS

EEPM strives to ensure all advertised information is accurate; however, details may change without notice. Applicants should verify schools, pet policies, amenities, and HOA rules prior to signing a lease. Advertising information does not constitute a binding agreement.

 

RENTERS INSURANCE

Apart from Section 8 voucher holders, rental insurance is required.

 

PETS AND ANIMALS

All pets and animals must be disclosed on the application.

Pets:

  • The pet must comply with EEPM’s breed restrictions.

  • A current photo and vaccination record are required.

  • Additional deposit and monthly pet rent apply.

Prohibited animals include snakes, large reptiles, farm animals, and aquariums over 10 gallons.

Emotional Support or Service Animals:

  • Verification of the need for Emotional Support or Service Animal may be required.

  •  A current photo and vaccination record are required.

  • Breed restrictions and pet fees are waived for verified ESAs and service animals.

 

PROPERTY USE POLICIES

  • Growing, manufacturing, or distributing marijuana or other controlled substances is prohibited.

  • Smoking or vaping of any substance is prohibited on all EEPM properties.

  • Some properties may be subject to HOA regulations.

 

APPLICATION APPROVAL AND FEES

  • The $1,000 initial security deposit is due within two (2) business days of approval.

  • Rentals will be held for up to two weeks once the initial deposit has been paid.

  • Applications remain valid for 30 days. Updated proof of income may be required after that time.

  • Move-in after the 25th day of the month require payment of the next month’s rent in addition to prorated rent.

 

REFUND POLICY

The application fee is refundable only if:

  • The unit is rented before your completed application is screened.

  • Your application is not screened.

  • You withdraw your application before screening occurs.

Fees are not refundable if the applicant declines an approved offer.
